Contenido Tecnológico de las Exportaciones Argentinas: ¿contiene más I+D+i un dólar de soja que un dólar de autos?

Abstract

El objetivo del presente trabajo consiste en desarrollar y aplicar una nueva clasificación tendiente a capturar con la mayor precisión posible el contenido local (directo e indirecto) de innovación incluido en las exportaciones argentinas, que eventualmente pueda replicarse en otras naciones sudamericanas. En comparación con las clasificaciones convencionales, la principal utilidad de la clasificación desarrollada en este trabajo radica en que permite detectar cuáles son las actividades que cuentan con un mayor contenido de innovación de origen local. Lógicamente, si se implementasen políticas destinadas a promover las exportaciones de esos sectores, se lograría incrementar el contenido innovativo de origen local incorporado en las ventas externas argentinas. Simultáneamente, la clasificación desarrollada permite detectar a aquellas actividades que están ostensiblemente rezagadas a nivel doméstico en comparación con las clasificaciones tradicionales sobre contenido tecnológico. Al respecto, esos sectores podrían ser el objetivo de políticas tendientes a aumentar sus niveles de innovación de origen local, dado que su reducido gasto innovativo indicaría que actúan primordialmente como asimiladores de conocimiento de origen foráneo.
