Abstract

Der Beitrag diskutiert die Krisenfestigkeit grenzüberschreitend-euroregionaler Politik- und Verwaltungskooperation in der deutsch-polnischen Grenzregion in Zeiten der Polykrise. Der räumliche Fokus liegt auf Brandenburg-Lubuskie, konkret auf den Euroregionen Pro Europa Viadrina und Spree-Neiße-Bober sowie der Doppelstadt Frankfurt-S±ubice. Thematisch wird der euroregionale Umgang mit den disruptiv auftretenden Krisenereignissen der Corona-Pandemie und des Fischsterbens in der Oder behandelt. Die Analyseebenen zur Ermittlung der Krisenfestigkeit der deutsch-polnischen Kooperation sind die Persistenz, die Adaptions- sowie die Transformationsfähigkeit. Als empirische Analysegrundlage werden Interview-Daten mit euroregional-grenzüberschreitend tätigen Experten verwendet. Die Analyse zeigt, dass euroregionale Akteure bei der Corona-Pandemie relevante Funktionen im Krisenmanagement übernahmen, während sie bei der Krisenkoordination der Oderkatastrophe kaum eine Rolle spielten.
