Poverty policy - food policy versus incomes policy

Abstract

Having food available does not ensure food security - standing outside a supermarket full of food but not having any money to enter the supermarket and purchase food means one is not food secure. This problem can be approached from two perspectives: (1) it is a problem of the food system; and (2) it an income problem. These two perspectives lead to very different policy solutions. Policies to ‘fix the food system’ lead to food price controls and distribution of subsidized food to targeted individuals/groups. Policies to ‘fix the income’ problem lead to negative income taxes and minimum income supports. Neither provide a foolproof solution to food insecurity. The problem is explained, and the policies and their shortcomings outlined.
