Abstract

Der 1972 in Kraft getretene "Alpenplan" gilt mit seinem verbindlichen Zonierungsmechanismus seit über 50 Jahren als "Erfolgsmodell" der bayerischen Landesplanung. Aufgrund neuer raumwirksamer Herausforderungen, erweiterter GIS-technischer Möglichkeiten sowie vorhandener Defizite bei der Implementierung der "Alpenkonvention" im bayerischen Alpenraum besteht der Bedarf, über eine Weiterentwicklung des Alpenplans im 21. Jahrhundert nachzudenken. Die vorliegende Dissertation hat sich zum Ziel gesetzt, wissenschaftlich fundierte, methodische Grundlagen für diesen normativen Diskussionsprozess zu erarbeiten. Dabei steht die Entwicklung multikriterieller Analyse-, Bewertungs- und Entscheidungs-Methoden in einer GIS-Umgebung im Vordergrund. Als zentrales Produkt wurde ein intersektorales Planning Support System (PSS) entwickelt, welches ein breites Themenspektrum an freiraumsicherungs- und erschließungsrelevanten Kriterien abdeckt und dabei den gesamten deutschen Anwendungsbereich der Alpenkonvention in Bayern inklusive des Alpenvorlandes betrachtet. Das PSS wird bezüglich seiner Entwicklungsschritte und Modellergebnisse detailliert aufbereitet sowie die Möglichkeiten für seine Anwendung in der bayerischen Landes- und Regionalplanung kritisch diskutiert.
