Gesamtwirtschaftliche Auswirkungen der Konsolidierungspolitik in der EU

Abstract

Den EU-Staaten gelang es in den Jahren 1995 bis 1997 unter dem Druck der Maastricht-Kriterien, ihre Budgetdefizite zu halbieren. Diese Konsolidierungspolitik beeinträchtigte das Wirtschaftswachstum weniger als befürchtet, weil ihre Maßnahmen in eine Phase sehr günstiger internationaler Konjunktur fielen und die Zinssätze stark sanken. Auf der Nachfrageseite wurden die Nettoeinkommen der privaten Haushalte durch die Sparpolitik gedrückt, der private Konsum profitierte aber von einer verringerten Sparneigung. Die Angebotseffekte der Budgetkonsolidierung bestanden nicht primär in einer Verbesserung der Erwartungen der Konsumenten und Investoren, sondern in einer Lockerung der Geldpolitik der Notenbanken mit entsprechenden Auswirkungen auf die Wechselkurse.
