Abstract

Die Studie analysiert die Finanzierung der öffentlichen Gesundheitsversorgung in Österreich und diskutiert alternative und ergänzende Instrumente der Mittelaufbringung. Sie untersucht zum einen Ergiebigkeit und Verteilungswirkungen einer Verbreiterung der Beitragsgrundlage durch Anhebung bzw. Aufhebung der Höchstbeitragsgrundlage und Ausweitung der Beitragspflicht über Erwerbseinkommen hinaus auf möglichst alle Einkunftsarten. Zum anderen befasst sich die Arbeit mit den Möglichkeiten, Problemen und quantitativen Auswirkungen einer Anhebung des Anteils der Steuerfinanzierung und einer Umbasierung der Arbeitgeberbeiträge zur Krankenversicherung in eine Wertschöpfungsabgabe.
