Abstract

Die Änderung der Rechtslage im Fremdengesetz hat eine Reihe von Neuregelungen im Bereich des Zuzugs, Aufenthalts und Zugangs von Ausländern zum Arbeitsmarkt in Österreich zur Folge. Während der quotenpflichtige Zuzug über die Jahreshöchstzahlen sehr gut steuerbar ist, kann die Zuwanderung, die nicht der Quotenpflicht unterliegt, kaum gesteuert werden. Der Zugang zum Arbeitsmarkt ist geprägt von einer Ausweitung des Angebotes an ausländischen Arbeitskräften infolge der Aktivierung von ausländischen Arbeitskräften im Inland sowie einer Ausweitung der Zahl der befristet Beschäftigten aus dem Ausland. Durch die Zunahme des Angebotes und insbesondere durch seine immer heterogener werdende Zusammensetzung verstärkt sich der Wettbewerb unter ausländischen Arbeitskräften in Österreich.
