Asimetrías en el MERCOSUR: ¿Impedimento para el crecimiento?

Abstract

Los países que forman parte del MERCOSUR tienen diferencias importantes en el tamaño o dimensión económica, el grado de desarrollo, la población y el tamaño del mercado de cada uno.Cada socio tiene además sus propias políticas de promoción de inversiones, de apoyo a sectores productivos y a las exportaciones, lo cual altera aún más las condiciones de competencia entre las firmas según su ubicación en los países. Este conjunto de asimetrías estructurales y de políticas, está planteado como un obstáculo para una integración más profunda en el MERCOSUR. La Red MERCOSUR abordó un proyecto de investigación para avanzar en conocimientos y capacidad de propuestas. Se trabajó en identificar las diferencias en los niveles de crecimiento y desarrollo entre países y regiones y las inequidades resultantes. Se analizaron las asimetrías y sus consecuencias sobre la distribución de beneficios del proceso de integración y finalmente se trató de aportar recomendaciones para enfrentar los dos tipos de asimetrías: estructurales y regulatorias.
