Abstract

El libro Regiones Integradas presenta el estudio preparado por Efraín Gonzales de Olarte, a solicitud del congresista Walter Alejos, Presidente de la comisión de Regionalización y Descentralización del Congreso (2002-2003) para definir las bases económicas, geográficas y políticas de la Ley de Incentivos para la integración y conformación de Regiones, previstas en la Ley de Bases de la Descentralización. Efraín Gonzales de Olarte propone integrar los antiguos departamentos-ámbitos actuales de los gobiernos regionales- en nueve microrregiones. Esta propuesta, según el autor, facilitaría el desarrollo regional y la consolidación de la democracia y, sobre todo, aseguraría la sostenibilidad fiscal de los gobiernos regionales. Regiones grandes, con ofertas amplias, económicas de escalas y altos niveles de demanda generarían inversiones, empleo, ingresos y, en consecuencia, impuestos que otorgarían a los gobiernos regionales del desarrollo y fortalecimiento de las democracias locales. El debate público de la propuesta de Efraín Gonzales de Olarte en la comisión de regionalización y descentralización del Congreso, en el Pleno Congresal y, especialmente, en las consultas ciudadanas permitirá darle forma definitiva a la Ley de Incentivos para la Conformación e Integración de Regiones.
