Betrachtung und Analyse von Regionalindikatoren zur Vorbereitung des GRW-Fördergebietes ab 2021 (Raumbeobachtung)

Abstract

Die Bundesregierung hat in ihrem Koalitionsvertrag vereinbart, die künftige Regionalförderung nach einem gesamtdeutsch ausgerichteten Indikatorensystem neu zu gestalten. Vorbild soll dabei die Förderung entsprechend der Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur" (GRW) sein. Die GRW-Indikatorik zur Abgrenzung strukturschwacher und deshalb förderberechtigter Regionen umfasst derzeit einen Einkommensindikator (Bruttolohn je SV-pflichtigen Beschäftigten), zwei Arbeitsmarktindikatoren (Arbeitslosenquote und mittelfristige Prognose der Erwerbstätigenentwicklung) sowie einen zusammengefassten Infrastrukturindikator. Sie weist jedoch eine Reihe von konzeptionellen Schwächen auf und sollte deswegen überarbeitet werden. Nach Untersuchung einer Vielzahl alternativer Indikatoren wird vorgeschlagen, künftig als Einkommensindikator das Bruttoinlandsprodukt je Erwerbstätigen und als Arbeitsmarktindikator die breiter abgegrenzte Unterbeschäftigungsquote zu verwenden. Dies könnte durch einen Indikator zur demografischen Entwicklung (z. B. Projektion der Einwohnerentwicklung bis zum Jahr 2035) und einen modifizierten Infrastrukturindikator ergänzt werden. Auch bei Anwendung eines solchen Indikatorensystems werden vor allem ostdeutsche Regionen, aber auch altindustrielle Gebiete in Westdeutschland als förderwürdig klassifiziert.
