Familienleistungen der öffentlichen Hand in Österreich. Längerfristige Entwicklungen und aktuelle Reformen

Abstract

Die Familienleistungen der öffentlichen Hand sind in Österreich gemessen an der Wirtschaftsleistung etwas höher als im Durchschnitt der OECD-Länder insgesamt sowie der EU-Länder innerhalb der OECD. Nach wie vor überwiegen hierzulande die monetären Familienleistungen deutlich gegenüber den Sachleistungen. Aufgrund des insbesondere seit Ende der 2000er-Jahre vorangetriebenen Ausbaus der Kinderbetreuungseinrichtungen war der Anteil der Geldleistungen zwar kontinuierlich zurückgegangen; mit der Einführung des Familienbonus Plus 2019 ist er jedoch wieder etwas gestiegen. Gleichzeitig wurden in den letzten beiden Jahrzehnten Anreize für eine höhere Väterbeteiligung gesetzt und die Vereinbarkeit von Familie und Beruf für beide Elternteile verbessert.
