Chancen und Risken der Landwirtschaft im EU-Binnenmarkt

Abstract

Die Landwirtschaft zählt zu jenen Sektoren der österreichischen Wirtschaft mit dem größten Anpassungsbedarf bei einem EU-Beitritt. Die Integrationsprobleme ergeben sich vornehmlich aus einer unzureichenden Vorbereitung auf den EU-Binnenmarkt, naturbedingten und strukturbedingten Besonderheiten der österreichischen Landwirtschaft und Unterschieden im Agrarkonzept. Die sofortige Marktöffnung durch einen EU-Beitritt bedeutet ein zusätzliches Integrationserschwernis. Die Verhandlungen mit der EU haben sichergestellt, daß sich die EU an den Kosten der Anpassung beteiligen wird. Darüber hinaus wird der Staat (Bund, Länder) die Bauern beim schwierigen Übergang in den EU-Binnenmarkt ausreichend unterstützen. Damit sind die finanziellen Voraussetzungen für eine erfolgreiche Bewältigung dieses wichtigen Schrittes gegeben. Es liegt nun an den landwirtschaftlichen Unternehmern und der Lebensmittelindustrie, die Herausforderungen des EU-Binnenmarktes offensiv anzunehmen. Die Startbedingungen durch die im wesentlichen zufriedenstellend verlaufenen Verhandlungen mit der EU sind günstig.
