Missed Opportunities: The Restructuring of Berlin's Airport System and the City's Position in International Airline Networks

Abstract

After German reunification, Berlin was expected by many to become one of Europe's foremost world cities, but that has not happened, partly because Berlin remains no more than a secondary hub in the global airline industry. This paper traces the history of airports in Berlin, examines the city's stature in international air transportation networks, and describes the long planning process for the new Berlin-Brandenburg International Airport. Although Berlin's history is unique, it is argued that larger economic and political forces affecting all airports have fostered the city's continued marginalization within the world's air transportation system. Cet article cherche a esquisser l'histoire des aeroports de Berlin, a examiner la reputation de la ville dans les reseaux de transport aerien international et a presenter le processus de planification long quant au developpement du nouvel aeroport international de Berlin-Brandenburg. Bien que l'histoire de Berlin soit unique, on affirme que certaines forces economiques et politiques plus importantes, qui influencent tous les aeroports, ont provoque la marginalisation continue de la ville au sein du systeme de transport aerien mondial. Nach der deutschen Wiedervereinigung erwarteten viele, dass Berlin zu einer der wichtigsten Weltstadte Europas wurde. Dies ist jedoch nicht geschehen-unter anderem, weil Berlin in der weltweiten Flugverkehrsbranche nach wie vor nicht mehr als ein sekundares Drehkreuz darstellt. In diesem Beitrag verfolgen wir die Geschichte der Flughafen in Berlin, untersuchen die Statur der Stadt innerhalb der internationalen Flugverkehrsnetze und beschreiben den langen Planungsprozess fur den neuen Flughafen Berlin-Brandenburg International. Wir argumentieren, dass ungeachtet der einzigartigen Geschichte Berlins grossere wirtschaftliche und politische Krafte, die sich auf samtliche Flughafen auswirken, zur fortgesetzten Marginalisierung der Stadt innerhalb des weltweiten Flugverkehrsystems beigetragen haben. Despues de la unificacion alemana, muchos esperaban que Berlin se convirtiese en una de las ciudades europeas mas importantes del mundo pero esto no ha ocurrido, en parte porque Berlin sigue siendo un centro secundario en la industria mundial de aerolineas. En este articulo, seguimos la pista de la historia de aeropuertos en Berlin, examinamos el estatus de la ciudad en las redes de transporte aereo internacional y describimos el largo proceso de planificacion para el nuevo Aeropuerto Internacional de Berlin Brandenburgo. Aunque la historia de Berlin es unica, sostenemos que mayores fuerzas economicas y politicas que afectan a todos los aeropuertos han fomentado la continua marginacion de la ciudad en el sistema de transporte aereo mundial.
