Von der Grundrente zum Lebenserwartungsfaktor

Abstract

Zusammenfassung In Zeiten der gesellschaftlichen Alterung befindet sich die Rentenpolitik im Zwiespalt zwischen politisch opportunen Leistungsausweitungen und fiskalischer Nachhaltigkeit. Die langfristigen fiskalischen Auswirkungen von leistungsausweitenden Maßnahmen und eine generationengerechte Ausgestaltung der Rentenversicherung lassen sich anhand der Methodik der Generationenbilanzierung quantifizieren. Die langfristigen Kosten der „Rente mit 63“ und des Grundrentenkompromisses entsprechen einer Nachhaltigkeitslücke von zusammen knapp 10 % des Bruttoinlandprodukts. Es zeigt sich, dass der Grundrentenkompromiss die wichtigsten Fundamentalprinzipien der Sozialpolitik bricht. Im Sinne der intergenerativen Gleichbehandlung wäre der dynamische Lebenserwartungsfaktor zur automatischen Anpassung des Renteneintrittsalters an die Entwicklung der Lebenserwartung sinnvoll.
