Abstract

The article points out that foreign experience in the use of human capital might be helpful to further improve performance management. The purpose of the paper is to show the role of human capital in performance management, especially in performance management in government bodies. It is concluded that foreign experience in performance management through human capital should be carefully studied and respective lessons should be taken and applied. In particular, it notes that in performance management the emphasis should be placed on individual component; the line managers should be provided with smart and easy to use tools that encourage employees to go beyond minimal results and stimulate further efforts in order to satisfy the needs of citizens and organizations; moreover, these tools should be used in the most efficient way. В статье использование человеческого капитала в управлении результативностью рассматривается через призму потребности повышения эффективности управления на основании зарубежного опыта.Цель статьи - показать роль человеческого капитала в управлении результативностью в государственных органах власти. Сделан вывод о необходимости изучения зарубежного опыта использования человеческого капитала в управлении результативностью и извлечения из него соответствующих уроков. В частности, необходимо сделать акцент в управлении результативностью на индивидуальную составляющую и предложить линейным руководителям грамотно исполненные и простые в применении инструменты, побуждающие сотрудников не ограничиваться минимальными результатами и мотивирующие их к дополнительным усилиям ради удовлетворения потребностей граждан и организаций, а также научить их пользоваться этими инструментами с наибольшей эффективностью.
