Отдача От Образования: Что Показывает Мета-Анализ

Abstract

В работе использован метод мета-анализа для обобщения оценок отдачи от образования в России за 1990-2000-е гг. Наши расчеты подтверждают, что в 1990-е гг. наблюдался интенсивный рост отдачи от образования, которая достигла 8% на каждый дополнительный год обучения в начале 2000-х гг. С середины 2000-х гг. началось снижение отдачи от образования. Наблюдается значительный разброс оценок отдачи в зависимости от дизайна исследования, спецификации и методов оценивания уравнения заработной платы. Оценки отдачи выше при использовании расчетной продолжительности обучения вместо фактической, а также оценивании уравнения методом наименьших квадратов. Из переменных правой части уравнения ключевую роль играют форма собственности и тип населенного пункта (город/село). Учет региональных факторов ведет к уменьшению оценок отдачи от образования лишь в том случае, если они включаются в уравнение на уровне субъектов Российской Федерации.
