Organization Features of Higher Professional Education System in the Context of Improvement of Federal Penitentiary Service of the Russian Federation Management Efficiency

Abstract

The transformational processes that permeate the entire modern society inevitably affect education system. New economic, political and social conditions also determine new requirements for the system of higher professional education, which vary based on the specifics of educational orientation. Departmental universities, the key characteristic of which is belonging to the structure of a particular government department or organization, are characterized by narrow specialization and limited independence in management of their activities and financing. These factors impose certain restrictions and require special approach when organizing a system of higher professional education of departmental structure. Reforming education system of the Russian Federation under modern conditions requires identifying and systematizing organization features of departmental higher professional education system res in order to develop adequate approaches and adaptive mechanisms for reform and management that meet new global challenges and threats. The article analyzes the organization structure and features of departmental higher professional education system on the example of higher professional education system of Federal Penitentiary Service of Russia (FSIN of Russia). The conducted research allows concluding that the identified features may be both limitations for the development of educational organizations of the Federal Penitentiary Service of Russia, and advantages, with proper organization and professional management of education system of the Federal Penitentiary Service of Russia.
