Repenser la prise en charge de la petite enfance. Comment et a quel cout?

Abstract

The French childcare system for under-three children is not enough developed to support the working parents. Children do not have an equal opportunity to access to a quality childminding; it relies on the month of their birth, their residence and the level of income of their parents. The French parental leaves encourage mothers to reduce their labour supply or to interrupt their career. This strengthens the gender inequalities on the labour market and in the society in general. In order to rebuild the childcare system, it is necessary to take into account different targets: well-being of children, gender equality, and quality of jobs created in the sector... This paper proposes the base for an innovative childcare system. The new parental leave would be shorter, paid proportionally to the wage, shared between both parents. The preschool would be enlarged and adapted in order to be accessible for every two years old children. The extra cost of this reform would be around five billions of Euros per year; France would be one of the leader countries in terms of childcare system.
