Prekaere Interessenvertretung - Ein deutsch-franzoesischer Vergleich von Beschaeftigtenrepraesentation im niedrig entlohnten Dienstleistungsbereich

Abstract

Die wirtschaftliche Bedeutung von Dienstleistungsarbeit unter prekaeren Beschaeftigungs- sowie Partizipationsbedingungen nimmt kontinuierlich zu. Der Beitrag fragt zunaechst nach Definition und strukturellen Rahmenbedingungen prekaerer Dienstleistungsarbeit. Anschliessend werden der formale Deckungsgrad sowie die konkrete Praxis betrieblicher Interessenvertretung im prekaeren Dienstleistungsbereich in Deutschland und Frankreich verglichen. Empirische Basis sind im weiteren Sinne rund 40 qualitative Interviews in einschlaegigen Branchen, im engeren Sinne eine deutsch-franzoesische Fallstudie im Einzelhandel. Die laendervergleichende Analyse legt insgesamt die These nahe, dass das franzoesische Institutionensystem betrieblicher Interessenvertretung speziell fuer den prekaeren Dienstleistungsbereich einige Vorteile besitzt, aus denen sich auch fuer die deutsche Situation einiges lernen laesst. Zudem plaediert der Text dafuer, zukuenftig den holistischen Vergleich national einheitlich gedachter Institutionenmodelle durch komparative Ansaetze auf subnationaler Ebene zu ersetzen, welche die konkrete Institutionenpraxis in spezifischen Wirtschaftssegmenten analysieren.
