Abstract

[eng] How Should Greenhouse Gas Tra- dable Allowances be Allocated? . The current revision of the European Union greenhouse gas emission trading system, in place since 2005, should modify the way allowances are distributed. We compare two distribution methods: a lump-sum allocation, based solely on past information, and an allocation porportional to the current output level. We identify the pros and cons of each allocation method and conclude that it is essential to distinguish the sectors sheltered from international competition, like power generation, from the exposed sectors. In the sheltered sectors, the allocation proportional to the current output level entails a much higher cost, and lump-sum allocation is unfair. Hence we favour auctioning, which does not suffer from these drawbacks. However, in exposed sectors, the allocation proportional to the current output level is an option worth considering. [fre] Le système européen de quotas d'émissions échangeables de gaz à effet de serre, en place depuis 2005, fait l'objet d'une révision qui devrait en particulier modifier la manière dont les quotas sont distribués. Nous comparons deux modes de distribution : l'allocation forfaitaire, basée uniquement sur des informations passées, et l'allocation proportionelle à la production courante. Nous identifions les avantages et les inconvénients de chaque mode d'allocation et concluons qu'il est important de distinguer les secteurs protégés de la concurrence internationale, comme l'électricité, des secteurs exposés. Dans les secteurs protégés, l'allocation en fonction de la production courante entraîne un coût très supérieur et l'allocation forfaitaire est très inéquitable. Nous préconisons donc la vente aux enchères des quotas, qui ne souffre d'aucun de ces deux défauts. Dans les secteurs exposés, en revanche, l'allocation en fonction de la production courante constitue une option à considérer sérieusement.
