Abstract

[fre] Olivier Blanchard Peut-on éliminer le chômage en Europe ? Cet article a pour objet d'exposer les faits essentiels en matière de chômage en Europe, d'en tirer les leçons théoriques, et d'en montrer les implications de politique économique. Le premier fait essentiel est la grande hétérogénéité du chômage, à la fois à travers le temps et d'un pays à l'autre. Le deuxième est que ces mouvements traduisent principalement des mouvements du taux de chômage « naturel », plutôt que des mouvements cycliques du chômage autour de son niveau naturel. Les leçons sont que toute analyse n'a une chance d'expliquer ces faits que si elle considère à la fois le rôle des chocs, le rôle des institutions du marche du travail, et le rôle des interactions entre les deux. Ceci est clair à l'examen des données d'ensemble, et à l'examen de trois cas spécifiques, parfois qualifiés de miraculeux, ceux de l'Irlande, de la Hollande, et de la Suède.
