Normalisation et concurrence internationale : La politique de qualité alimentaire en Europe

Abstract

[fre] Cet article montre que la normalisation met en jeu des dynamiques contradictoires et situées, selon différentes approches économiques, dans le cadre général de la globalisation des économies. Elles peuvent rendre difficile à résoudre le problème de l'opportunité de son adoption par l'acteur. La construction de normes et son adoption ne vont pas de soi et font évoluer les formes de la concurrence aussi bien entre acteurs qu'entre espaces de normalisation, en modifiant les fonctions de la norme et sa raison d'être. Dans ces conditions, le caractère contingent de la décision de normalisation conduit à dire que c'est la question du processus socio-économique de construction de la norme qui devient centrale. Cet article s'appuie sur des exemples issus du secteur agro-alimentaire dans le cadre européen. [eng] In this article we wish to show, according to different economical approaches, that normalization creates contradictorial and situated tendencies in the frame of the economical globalization. One actor may hesitate to adopt standards since their building and their adoption modify their duties and their justifications. Thus, conditions of competition between firms and between « normalization areas » may be changed. In this way, the main point becomes the socio-eco- nomical process itself of the standards building. The article is based on several examples in the agricultural and food sector.
