Le marché européen des quotas de CO₂ : leçons d'un an de fonctionnement

Abstract

[fre] L’Union européenne a choisi de préparer l’échéance de la première période d’engagement du Protocole de Kyoto (2008-2012) par la mise en place, dès 2005, d’un marché européen de quotas d’émission de dioxyde de carbone. De par les volumes traités et la solidité de sa base institutionnelle, ce marché s’est rapidement imposé comme l’épicentre du marché mondial du carbone. L’Europe semble pourtant peiner à porter politiquement ce nouvel outil innovant susceptible d’affermir sa posture dans le jeu international. Cet article propose un diagnostic du fonctionnement de ce marché et trace des voies d’amélioration permettant de renforcer son efficacité dans l’action contre le changement climatique. . Classification JEL : G1, Q54, Q58 [eng] European carbon market : year 1 . At the prospect of Kyoto Protocol’s first period (2008-2012), the EU implemented a European emissions trading scheme. The number of traded credits and the institutional basis of this market made the European allowance the leading CO₂ unit of value in the world. However, Europe seems to have difficulties to politically support this new instrument that would assert its position on the international scene. This article deals with this market’s mechanisms and presents improvements strengthening its efficiency in combating climate change. . JEL classification : G1, Q54, Q58
