Paradigmaváltás a kisvállalkozás-fejlesztésben

Abstract

A kis- és középvállalkozás-fejlesztési politika akkor lehet hatékony, ha strukturális helyett funkcionális megközelítést alkalmaz, azaz nem célcsoportokat, hanem olyan beavatkozási területeket keres, ahol a kisvállalkozások versenyképességét javító szolgáltatások piaca nem működik kielégítően. Lényegi különbség van a piachelyettesítő és a piacépítő vállalkozásfejlesztés között. Az előbbi konzerválja a piaci kudarcot, az utóbbi magában rejti a probléma megoldásának esélyét. Ahhoz, hogy a tranzakciós költségek csökkentése makrogazdasági szinten növekedéshez vezessen, hatékonyságjavuláson alapuló, valóságos költségcsökkenésre van szükség. Azok a programok, amelyek elfogadják a magas költségeket, de azokat a vállalkozó helyett mással fizettetik ki, a gazdaság egészére nem gyakorolnak érdemi hatást. A kilencvenes évek második felétől növekvő pénzügyi és üzleti szolgáltatások piaca alkalmas a kis- és középvállalkozások versenyképességének javítására, a méretgazdasági okokból meglevő versenyhátrányaik csökkentésére, a hatékonyság kikényszerítésére. Létezik és fejlődik mind a vállalkozások napi üzletvitelét segítő működési, mind a versenypozícióját közép- vagy hosszabb távon befolyásoló stratégiai szolgáltatások piaca.* Journal of Economic Literature (JEL) kód: B15, D23, E61, H11, O12, O19, P11.
