Abstract

A modern pénz teremtett pénz. A tanulmány bemutatja két modern monetáris elmélet főbb elemeit s azok relevanciáját a gazdaságpolitika számára. A fő kérdés, hogy ki és hogyan teremti a pénzt. A modern monetáris elmélet (MMT) szerint szabad a gazdaságot költségvetési hiány keletkezése árán is élénkíteni. Nem bátorít deficitre, de nem tartja jó célnak, hogy mindenáron törekedjünk a költségvetési egyensúlyra. Úgy véli, hogy szuverén államok nem mehetnek csődbe, ha pénzt teremtenek észszerű célokra, amennyiben van elég szabad termelési tényező a gazdaságban. Ez azonban nem igaz azokra a gazdaságokra, amelyek nem teremtői, csak felhasználói mások valutájának. Úgy véli azonban, hogy a monetáris és a fiskális politikának szorosan együtt kell működnie, s a fiskális politika alkalmasabb a gazdaságpolitikai célok finomhangolására. Egy másik iskola, a Positive Money szerint meg kellene tiltani, hogy a kereskedelmi bankok pénzt teremtsenek.
