Policy Proposals for the Administration towards Excellence of the Provincial Office of Learning Encouragement

This research aimed to- 1) study the current conditions, desirable conditions, and priority needs for the administration of Provincial Learning Encouragement Offices (PLEOs); 2) formulate policy recommendations for achieving administrative excellence in PLEOs; and 3) evaluate the policy proposals for administrative excellence in PLEOs. This policy research employed a mixed-methods approach and was conducted in three phases. In Phase 1, the study investigated the current conditions, desirable conditions, and priority needs through document analysis, in-depth interviews with seven experts, and a survey of 292 participants. The sample size was determined using the Yamane formula, and participants were selected through stratified random sampling. Data were collected using a five-point rating scale questionnaire. In Phase 2, policy proposals were developed through an expert-based connoisseurship seminar involving nine highly experienced and reputable experts with recognized contributions in the field, along with 30 stakeholders who provided feedback and recommendations. In Phase 3, the policy proposals were evaluated in a seminar with 12 experts, who assessed them for appropriateness, feasibility, and usefulness. Quantitative data were analyzed using frequency, mean, standard deviation, and the Modified Priority Needs Index (PNImodified). Qualitative data were analyzed through content analysis. The findings of the study revealed the following- 1) The current conditions of administrative management toward excellence were found to be at a moderate level overall, whereas the desirable conditions were rated at the highest level overall. The PNImodified indicated that the most critical development priorities, ranked from highest to lowest, were- Administrative management system development, Strategic planning, Learning management processes development, Competency development of teachers and educational personnel, and Collaborative networks development. 2) The policy proposals for administrative excellence in the Provincial Office of Learning consist of Vision, 5 Missions, 5 Goals, 5 Strategies, and Guidelines of Implementation, which comprise 5 aspects, 12 mechanisms for success, and 12 evaluation mechanisms. The evaluation of the policy proposals for Administrative Excellence in the Provincial Office of Learning Encouragement indicated that appropriateness, feasibility, and utility were rated the highest overall. The research, therefore, produced a comprehensive and well-structured administrative policy framework that is considered appropriate and applicable for concretely advancing provincial learning management toward excellence.
