Ondate di calore e azione sindacale: verso un modello multi-livello di prevenzione dei rischi sul lavoro

Abstract

Le ondate di calore rappresentano un rischio crescente per la salute e sicurezza sul lavoro, amplificato dalla frammentazione regionale delle misure di prevenzione. Il contributo analizza come istituzioni, sindacati, attori della prevenzione e comunit? scientifica abbiano costruito in Italia un sistema multilivello per fronteggiare lo stress termico, evidenziando differenze territoriali, buone pratiche e limiti strutturali. Attraverso l?analisi documentale e due studi di caso nell?agricoltura pugliese e nel magazzinaggio della logistica, l?articolo mostra il ruolo cruciale del dialogo sociale nel tradurre le evidenze scientifiche in Protocolli operativi, rimodulazioni organizzative e tutele economiche. Emergono modelli di prevenzione eterogenei, ancora concentrati sui settori outdoor e caratterizzati da approcci spesso emergenziali. Si propone di rafforzare coordinamento istituzionale, partecipazione sindacale e integrazione della prevenzione climatica nelle politiche del lavoro.
