Bisogni di salute emergenti e nuovi servizi sanitari territoriali: il sistema socio-sanitario del veneto dopo il piano regionale 2012-2016

Abstract

L?articolo analizza lo stato dell?arte relativo all?applicazione del Piano socio-sanitario regionale (Pssr) del Veneto 2012-2016, con riferimento particolare al tema dello sviluppo di una filiera dell?assistenza territoriale e all?attivazione di una rete integrata di servizi socio-sanitari rivolta alle persone con patologie croniche. A tale scopo vengono considerate sette Aziende Unit? locali socio-sanitarie della Regione, corrispondenti ai territori dei sette capoluoghi provinciali, utilizzando una metodologia mista che combina l?analisi di dati quantitativi (indicatori di domanda, offerta territoriale e ospedaliera) con un?analisi di tipo qualitativo delle opinioni espresse dai principali portatori di interesse. Lo studio evidenzia come i modelli di assistenza territoriale e di integrazione socio-sanitaria adottati appaiano fortemente asimmetrici e rispondenti pi? a situazioni contingenti legate alle specificit? locali - la maggiore o minore disponibilit? a mettersi in gioco degli attori interessati e l?esistenza di incentivi al cambiamento - e meno invece ai bisogni che emergono localmente.
