Consecuencias del ajuste fiscal en España

Abstract

This study wants to show the medium and short run consequences of diminishing Public Deficit in the Spanish Economy. Precisely, we show the effects from diminishing by one percent the Public Deficit over the Spanish national income, on the production levels of 16 economic sectors, the welfare level of 12 families and macroeconomic variables as unemployment rates, public expenditure and national income. The examined fiscal policy instruments are, from the expenditure point of view, reduction of general expenditure, social expenditure and public investment and from the public revenue point of view, social taxes, value added tax (VAT) and the income and property tax. Results, obtained with a disaggregated model of the Spanish Economy (Megaes-90), show that the fiscal policy applied by the Spanish Government during the last years, is not the most adequate to reduce Public Deficit.// El propósito de este artículo es mostrar cuáles son las consecuencias a corto y medio plazos de reducir el déficit público en la economía española. En concreto, presentamos los resultados que origina reducir 1 punto el porcentaje de déficit público respecto al PIB en España en la producción de ramas productivas, el bienestar de 12 familias y variables macroeconómicas, como las tasas de desempleo, los ingresos y los gastos públicos y el PIB. Los instrumentos de política fiscal que se consideran son, en cuanto al gasto, la reducción de los gastos generales, los gastos sociales y la inversión publica y, en cuanto a los ingresos, las cotizaciones sociales, el IVA y el impuesto sobre la renta y el patrimonio. Los resultados, obtenidos con un modelo desagregado de la economía española ( Megaes-90), indican que la política fiscal que ha seguido el gobierno de España en los años recientes para reducir el déficit público no es la más apropiada.
