Las repercusiones de la reforma del suelo en el mercado de la CAPV

Abstract

Basque corporate activity in Gipuzkoa and Bizkaia is suffering from a loss of competitiveness derived from the high real estate costs, which may be translated into between one and three and a half million pesetas per job according to calculations. The key to this price is not so much in the shortage of soil in absolute terms, but in the lack of urban development management to place in the market all the terrains that qualify as industrial. The forthcoming legal reform will therefore have to outline the problem more as an opportunity to ally active groups, entrepreneurs, housing builders and buyers, against passive groups, terrain owners and speculators, than as a struggle between the political right and the political left.
