Abstract

The intention of this article is to describe environmental problems from the point of view of the EEC Commission, expressed through its official documents with respect to energy policies. There is a description of the basic situation as well as the evolution of the different sectors within the framework of the Energy 20 10 study. A description is given of the most important data concerning the emissions of the main products of combustion. A least-cost planning method is indicated as well as the instruments required (cost-benefit analysis) for an intemalisation and measurement of the real costs of energy. The main areas of activity are related both with regard to offer and demand within the framework of the EEC. The different role played in this field by the different international, national and regional bodies is describes in detall. To conclude, it is expected that only emissions of SO2 will decrease substantially, NO2 emissions only a little and that CO2 emissions will increase. In short, only vigorous energy saving policies and replacement of fuels can offer scope to plan a model of sustainable growth compatible with the environment.
