Abstract

The levels reached by the price of land and the effect these have on property, give rise consequently, to negative effects of a social, economic and territorial nature. The existing legislativa framework, as well as the present situation with respect to planning and its execution, are seen to be insufficient to pursue adequate and necessary land policies which allow the negative effects which its scarcity and the speculation made with it are producing, to be overcome. The legislative initiatives of the Basque and Central Governments intend to improve this situation. The need to provide this type of legal instruments acquires great importance for the execution of territorial and sectorial strategies, within the framework of integrated actions which develop a policy of Land Management.
