Normativna osnova financiranja lokalnih razina vlasti u Republici Hrvatskoj

Abstract

Teritorijalna organizacija suvremenih država poèiva na naèelima decentralizacije, što obuhvaæa politièku, upravnu i fnancijsku neovisnost nižih razina vlasti. Republika Hrvatska je još 1997. godine prihvatila Europsku povelju o lokalnoj samoupravi i time preuzela europska naèela decentralizacije koja proklamiraju visok stupanj decentralizacije lokalne samouprave. Od tada, sve do danas, svi hrvatski propisi koji reguliraju predmetnu materiju, sadržavaju u sebi i naèela Povelje. Ovaj rad daje pregled i analizu normativne osnove fnanciranja lokalne i podruène (regionalne) samouprave u Republici Hrvatskoj poèev od Europske povelje o lokalnoj samoupravi, preko ustavnih odredbi, pa sve do propisa koji izravno reguliraju fnancijskopravne odnose središnje države i lokalne i podruène (regionalne) samouprave, odnosno naèin fnanciranja lokalnih razina vlasti
