Do individuals prefer stricter supply chain laws? Empirical evidence from Germany

Abstract

Inspired by the controversial debate in the European Union about legal initiatives to protect human rights and the environment along supply chains (e.g., the Corporate Sustainability Due Diligence Directive), this paper examines individual preferences for different designs of supply chain laws in Germany. Our econometric analyses are based on two studies using data from representative online surveys. In Study 1, the survey included a stated choice experiment with 507 citizens in Germany. Our estimation results show that citizens in Germany have a significantly positive preference for stricter supply chain laws compared to the existing national Supply Chain Act. In addition, the majority of the respondents expects positive sustainability impacts of supply chain laws, while there is ambiguity in the perceptions of whether the economic consequences are predominantly negative. In addition, the preferences for stricter supply chain laws depend significantly on political identification. Study 2 is based on a survey of 3,922 citizens in Germany and shows that a clear majority supports the current German Supply Chain Act. Our estimation results reveal that the support is highest among citizens with social and ecological policy identification and lowest among citizens with conservative policy identification.
