Zwischen historischer Verantwortung und Ambitionen zur Klimaneutralität: eine Länderklassifizierung

Abstract

Die Klimakonferenz COP27 im November 2022 hat erneut die sehr unterschiedlichen Positionen der verschiedenen Länder verdeutlicht. In diesem Bericht werden die Länder der Erde in typische Profile nach ihrer aktuellen und geplanten Klimafreundlichkeit sowie ihrem vergangenen Beitrag zum Klimaproblem eingeteilt. Zwischen den Profilen besteht eine hohe Diversität, die nicht durch geographische Nähe definiert ist, sondern vielmehr durch Wirtschaftsstrukturen und Politikentscheidungen. Die Mehrheit der Länder hat in der Vergangenheit nicht zum Klimaproblem beigetragen, hat aber bislang auch keine Pläne, klimaneutral zu werden. Die Länder der Europäischen Union sind ebenfalls divers: mit unterschiedlich hohen Beiträgen zu bisherigen Treibhausgasemissionen und einigen Ländern ohne eigene ambitionierte Klimaneutralitätsziele.
