Personenverkehr im Großraum Berlin: Verdoppelung des Pkw-Verkehrs nur bei sofortigem Handeln vermeidbar

Abstract

Aufbauend auf einer Projektion der wirtschaftlichen und demographischen Entwicklung des Großraums Berlin wird im folgenden über Gestaltungsmöglichkeiten der Verkehrsnachfrage und der Verkehrsleistung bis zum Jahr 2010 berichtet. In einem Szenario "Zersiedlung" wird angenommen, daß sich die siedlungsstrukturelle und die Verkehrsentwicklung im Zeitablauf weitgehend ungesteuert einstellen. in diesem Falle ist eine Verdoppelung der Pkw-Fahrleistung zu befürchten. In einem Szenario "Gestaltung" wird die Wirkung von Maßnahmen untersucht, die darauf gerichtet sind, Verkehrserfordernisse zu reduzieren und den Pkw-Verkehr einzudämmen (vor allem Steuerung der Siedlungsstruktur, Parkrestriktionen, Förderung des öffentlichen Verkehrs auch zu Lasten des Pkw-Verkehrs). Selbst bei Umsetzung dieser vielfach bekannten Maßnahmen muß indes mit einem Anstieg der Pkw-Fahrleistung um ein Viertel gerechnet werden. Will man schon heute hochbelastete Stadtbereiche vom Straßenverkehr entlasten, sind somit weitere Maßnahmen zur Steuerung des Verkehrs unerläßlich.
