Interdependenzen zwischenTransformation und Sozialpartnerschaft

Abstract

Not only the digital and ecological transformation is having a profound impact on the habits of economic actors and the macroeconomic division of labour, but also demographic change and the threat of deglobalisation. In conjunction with the after-effects of exogenous shocks such as the Corona pandemic or the war in Ukraine, the German economy is threatened by a prolonged period of stagflation. Threats of loss may dominate in the short term and obscure the adjustment gains that can be realised in the medium to long term. In this environment, the social partnership has the role of accompanying the necessary change and ensuring a fair balance of interests. This requires close cooperation with company actors. In fact, however, collective bargaining and co-determination only cover a part of the workforce. Where this “dual character” of the German model of industrial relations is not anchored, the reconciliation of interests must be managed through alternative, informal forms of participation. If institutionalised processes are more successful than informal processes, the transformation could lead to a revitalisation of co-determination and social partnership. Nicht nur die digitale und ökologische Transformation greifen tief in die Gewohnheiten der ökonomischen Akteure und in die gesamtwirtschaftliche Arbeitsteilung ein, sondern auch der demografische Wandel und eine drohende Deglobalisierung. In Verbindung mit den Nachwirkungen aus exogenen Schocks – wie der Corona-Pandemie oder des Kriegs in der Ukraine – droht der deutschen Volkswirtschaft eine längere Stagflationsphase. Dabei können kurzfristig Verlustandrohungen dominieren und die mittel- bis langfristig realisierbaren Anpassungserträge überdecken. Der Sozialpartnerschaft fällt in diesem Umfeld die Rolle zu, den notwendigen Wandel zu flankieren und für einen fairen Interessenausgleich zu sorgen. Das setzt eine enge Zusammenarbeit mit den betrieblichen Akteuren voraus. Tatsächlich erfassen Tarifbindung und betriebliche Mitbestimmung aber nur einen Teil der Beschäftigten. Wo dieser „duale Charakter“ des deutschen Modells der Arbeitsbeziehungen nicht verankert ist, muss der Interessenausgleich über alternative, informelle Partizipationsformen gesteuert werden. Laufen institutionalisierte Prozesse erfolgreicher als informelle Prozesse ab, könnte es im Zuge der Transformation zu einer Revitalisierung von betrieblicher Mitbestimmung und Sozialpartnerschaft kommen.
