Zukunft der öffentlichen Personalwirtschaft: mehr Kooperation, besseres Marketing

Abstract

Der Öffentliche Dienst befindet sich in einem fortdauernden Prozess der Veränderung. Hoher Kostendruck, der demographische Wandel sowie die wachsenden Erwartungen der Bevölkerung an die Leistungen der staatlichen Behörden führen zu ständigen Neugestaltungen. Zudem werden durch neue elektronische Technologien und eine veränderte Aufgabenstellung der öffentlichen Dienste, weg von den Behörden alten Stils hin zu Dienstleistern, Veränderungen angeschoben. Daher sind staatliche Behörden gezwungen, neue Wege in unterschiedlichen Bereichen, wie zum Beispiel Personal, zu gehen. Dieser Text erläutert die Probleme, mit denen staatliche Behörden heute konfrontiert werden. Dabei wird unter anderem auf den demographischen Wandel eingegangen. Außerdem werden neue Ansätze für ein professionelles Personalmanagement geschildert.
