Caracterización de recursos hídricos estratégicos en Colombia: un análisis sobre su securitización

Abstract

El presente trabajo busca contribuir al análisis del recurso hídrico en Colombia desde una perspectiva estratégica para el Estado. Para ello se realiza una aproximación desde la óptica de los recursos naturales estratégicos intentando precisar cuáles fuentes y cuencas son las principales para el Estado colombiano y argumentando porque pueden ser consideradas como tales, en los sectores del consumo doméstico, la generación de energía eléctrica, y la producción agrícola como principales usos dados a este recurso. Para este propósito se hace una revisión y uso de las unidades de análisis definidas por entidades como el Instituto de Hidrología, Meteorología y Estudios Ambientales (Ideam), como entidad rectora en la materia, realizando una breve caracterización de los mismos a nivel geográfico y su relación con la infraestructura en cada sector analizado. Se explora además algunas de las principales amenazas que se ciernen sobre este recurso en la actualidad y se analiza el grado de involucramiento del agua dentro del proceso de securitización definido en la Escuela de Copenhague. Más allá de buscar reafirmar la importancia que un recurso como el agua tiene por naturaleza, el presente trabajo busca resaltar de forma precisa, las características y condiciones puntuales que hacen del recurso hídrico un elemento estratégico para el sostenimiento del Estado colombiano. The present work seeks to contribute to the analysis of water resources in Colombia from a strategic perspective for the State. To do this, an approach is made from the point of view of strategic natural resources, trying to specify which sources and basins are the main ones for the Colombian State and arguing why they can be considered as such, in the sectors of domestic consumption, the generation of electric power, and agricultural production as the main uses given to this resource. For this purpose, a review and use of the units of analysis defined by entities such as the Instituto de Hidrología, Meteorología y Estudios Ambientales (Ideam) is carried out, as the lead entity in the matter, making a brief characterization of them at a geographical level and their relationship with the infrastructure in each sector analyzed. It also explores some of the main threats that currently affect this resource and analyzes the degree of water involvement within the securitization process defined in the Copenhagen School. Beyond seeking to reaffirm the importance that a resource like water has by nature, the present work seeks to highlight precisely, the specific characteristics and conditions that make the water resource a strategic element for the support of the Colombian State
