La eficiencia comercial del Fondo Nacional del Café, 1979 - 1986

Abstract

“Una característica especial del arreglo institucional de la actividad cafetera del país consiste en que el Fondo Nacional del Café, administrado por la Federación Nacional de Cafeteros de Colombia (FNC), realiza actividades de regulación del sector cafetero y simultáneamente participa en la comercialización tanto externa como interna del grano. En el frente externo, el Fondo comparte actividades con firmas privadas; en el interno ejerce el monopolio de las ventas a las tostadoras nacionales con destino final al consumo interno. El objetivo de este artículo es discutir las funciones anteriores y evaluar el desempeno comercial del Fondo en el período 1979-1986. Con tal propósito, en la sección II se hace una distinción conceptual entre las labores de regulación y las comerciales. En la sección III se presenta un ejercicio de descomposición de los estados financieros históricos de pérdidas y ganancias del Fondo, en los flujos asociados a la regulación y a la comercialización para el periodo 1979-1986. En la última sección se presentan las principales conclusiones del trabajo.”
