Puntos de inflexión: el efecto de la estrategia Colegios Pioneros sobre el desempeno académico

Abstract

Resumen: Con el fin de fortalecer la calidad de la educación en Colombia, desde el 2012 el Ministerio de Educación Nacional ha venido implementando el programa Todos a Aprender (PTA). En el ano 2015 este programa tuvo varias reformas, entre las que se incluyó la estrategia Colegios Pioneros, la cual reforzó los componentes del PTA y contó con el apoyo de organizaciones líderes en temas educativos. El presente trabajo estima la diferencia entre los efectos del PTA y la estrategia Colegios Pioneros sobre el desempeno de los estudiantes en las pruebas Saber 3° y 5° en las áreas de Matemáticas y Lenguaje. Mediante una metodología de diferencias en diferencias emparejadas, se encuentra una reducción relativa en el desempeno en las pruebas de dichas áreas en las instituciones en donde se implementó la estrategia Colegios Pioneros. Este resultado se puede atribuir a un efecto de saturación de los establecimientos educativos intervenidos, dado que las mejoras incorporadas en la estrategia pueden no representar un estímulo adicional. Abstract: In order to strengthen the quality of education in Colombia, the Ministry of National Education has been implementing the program Todos a Aprender (PTA) since 2012. In 2015 this program had several reforms, among which the inclusion of a strategy called Colegios Pioneros. This strategy reinforced the main components of the PTA and had the support of leading organizations in educational issues. This paper estimates the difference between the effects of the PTA and the strategy Colegios Pioneros on students’ performance in math and language on the standardized tests Saber 3◦ and Saber 5◦. Using a paired differences-in-differences method, a relative reduction in performance is found at the institutions where the strategy Colegios Pioneros was implemented. This result may be due to a saturation effect in the intervened educational establishments, given that the improvements incorporated with the strategy may not represent an additional stimulus.
