Abstract

Das deutsche Gesundheitswesen ist in Kritik geraten, und Forderungen nach einem durchgreifenden Systemwechsel haben derzeit Konjunktur. In seinem Beitrag wendet sich Prof. Dr. Dieter Cassel, Universität Duisburg, allerdings gegen die Aufgabe des geltenden Solidarprinzips: »Soll das Leistungsgeschehen medizinisch effektiver, wirtschaftlich effizienter und damit aus Patientensicht bedarfsgerechter werden, muss die überbordende staatliche und verbands-kollektivistische Regulierung mit ihrem ›Steuerungswirrwarr‹ zugunsten eines intensiven Leistungswettbewerbs in allen Bereichen des Gesundheitswesens überwunden werden, ohne freilich die als unverzichtbar geltenden Solidarprinzipien in Frage zu stellen.« Auch für Dr. Hans Jürgen Ahrens, Vorstandsvorsitzender des AOK-Bundesverbandes, sind einschneidende Veränderungen des deutschen Gesundheitswesens angesichts der demographischen Entwicklung notwendig, eine vollständige ordnungspolitische Kehrtwendung ist jedoch, seiner Meinung nach, nicht erforderlich.
