Strukturwandel in der Lausitz – Eine wissenschaftliche Zwischenbilanz

Abstract

Das drohende Phasing Out der Braunkohle führt in der Lausitz zu einem erneuten Strukturwandel. Zu einer dauerhaften Massenarbeitslosigkeit wird es dieses Mal vermutlich nicht kommen, denn die demografische Entwicklung der Region weist für die Zukunft einen starken Rückgang der erwerbsfähigen Bevölkerung aus. Eine Befragung unter den größten Zulieferern der Lausitzer Energie Kraftwerke AG (LEAG) zeigte, dass die meisten Unternehmen durch Innovation und Erschließung neuer Märkte dem Strukturwandel begegnen. Das vergleichsweise schwache regionale Innovationssystem muss allerdings insgesamt stimuliert werden, um hinreichend viele neue Projekte und Geschäftsideen für die Region zu generieren. Wenn dabei eine kritische Masse (neue industrielle Kerne) erreicht werden soll, erscheint auch eine zusätzliche Förderung im Rahmen eines auf Innovationen abstellenden Konversionsprogrammes sinnvoll.
