Langfristige Entwicklung der Landeseinnahmen des Freistaates Sachsen

Abstract

Der Freistaat Sachsen wird in den kommenden Jahren vor komplexen Herausforderungen stehen. Diese umfassen einerseits demographische Aspekte wie den Rückgang sowie die Alterung der Bevölkerung. Hier könnten mittelfristig Anpassungsprozesse auf Sachsen zukommen, deren Finanzierung zumindest teilweise durch das Land getragen werden muss. Andererseits muss gleichzeitig auf fiskalische Herausforderungen reagiert werden, die u. a. durch das Abschmelzen der Bundesergänzungszuweisungen im Rahmen des Solidarpaktes II entstehen. Eine umsichtige und nachhaltige Haushaltsplanung ist daher eine Grundvoraussetzung, um die finanzielle Handlungsfähigkeit des Landes aufrechtzuerhalten. Dies erfordert eine realistische, aber vorsichtige Abschätzung der Einnahmeentwicklung, die auch bei unvorhergesehenen Ereignissen oder einer insgesamt ungünstigeren wirtschaftlichen Entwicklung geeignet ist, die langfristigen Ziele der Landesregierung (z. B. ein strukturell ausgeglichener Haushalt) zu erreichen.
