Abstract

Versicherungsschutz für den Einzelnen und darin angelegte Fehlanreize, welche die Gemeinschaft belasten, müssen in einem Arbeitslosenversicherungssystem gegeneinander abgewogen werden. Durch die Hartz-Reform der Jahre 2003 bis 2005 wurde dieser Zielkonflikt grundlegend neu ausgestaltet. Seither wird darüber gestritten, welche Auswirkungen die Reform auf die Entwicklung der Arbeitslosigkeit in Deutschland hatte. Philip Jung und Moritz Kuhn zeichnen die Entwicklung auf dem Arbeitsmarkt seit der Hartz-Reform aus dem Blickwinkel neu erschlossener Mikrodaten nach und geben einen Überblick über die Forschung zur Frage, welche kausale Wirkung die Hartz-Reform auf die Arbeitslosigkeit hatte. Sie zeigen, dass die Hartz-Reform nur moderat durch eine Stärkung der Suchanreize von Arbeitslosen gewirkt hat. Große Effekte hingegen habe es durch einen starken Rückgang der Kündigungen gegeben. Die Autoren skizzieren kurz die daraus folgenden Politikimplikationen.
