Regional diversity in experiences of cohesion policy: The cases of Emilia‐Romagna and Calabria

Abstract

This paper aims to provide new evidence on the role played by the local contexts in the implementation of Cohesion Policy, by means of a comparative analysis of the experiences of the Italian regions of Emilia‐Romagna and Calabria. Through a deep examination of the 2007–2013 programming period, focus groups with the Cohesion Policy practitioners complemented with document analysis, this work shows how political (in)stability, political entrepreneurship and administrative (in)capacity shaped the patterns of Cohesion Policy implementation in the two regions, thus supporting the idea that institutional arrangements of Cohesion Policy should better account for the diversity of local contexts. El objetivo de este artículo es aportar nueva evidencia sobre el papel de los contextos locales en la aplicación de la Política de Cohesión, mediante un análisis comparativo de las experiencias de las regiones italianas de Emilia‐Romagna y Calabria. Mediante un examen profundo del período de programación 2007‐2013 y grupos focales con profesionales de la Política de Cohesión, complementado con un análisis de documentos, este trabajo muestra cómo la (in)estabilidad política, el espíritu emprendedor político y la (in)capacidad administrativa han configurado los modelos de implementación de la Política de Cohesión en las dos regiones, lo que apoya la idea de que las disposiciones institucionales de la Política de Cohesión deberían tener más en cuenta la diversidad de los contextos locales. 本稿は、イタリアのエミリア=ロマーニャ州とカラブリア州の地域における実例を比較分析することにより、結束政策の実施において地域のコンテキストが果たす役割に関する新たなエビデンスを提示することを目的とする。2007~2013年の政策プログラムの期間の詳細な検討を通して、結束政策の従事者を含むフォーカスグループが、文献の解析を補完し、政治的安定または不安定、政治的なアントレプレナーシップおよび管理能力または管理不能が、2つの地域において結束政策のパターンを形作っていることを示す。以上から、結束政策の制度の取り決めには地域コンテキストの多様性を考慮に入れるべきとの考えが支持される。
