Uticaj Promena Životne Sredine Na Geografsku Mobilnost Ljudskog Kapitala (The Impact Of Environmental Changes On Geographic Human Capital Mobility)

Abstract

Uticaj promena životne sredine, naročito klimatske promene i globalno zagrevanje, na migracije stanovništva je stekao poslednjih godina i akademski i javni interes. Međutim, ne postoji naučni konsenzus o tome u kojoj meri i pod kojim uslovima faktori sredine utiču na migracije. U literaturi nalazimo samo čvrste dokaze da faktori životne sredine objašnjavaju migracione obrasce. Veličina odnosa snažno zavisi od konkretnog ekonomskog i društveno-političkog konteksta, kao i od faktora životne sredine koji se razmatraju. Promene uslova životne sredine u širem smislu reči mogu promeniti migracioni pravac i od emigracije konvertovati ga u imigraciju. Osnovni cilj ovog rada je da dijagnostikuje faktore životne sredine koji potiskuju i privlače ljudski kapital. Budući da ljudski kapital ima ključnu ulogu u savremenim razvojnim procesima, javne politike koje imaju za cilj zadržavanje i privlačenje talenata iz inostranstva zaslužuju daleko viši nivo na agendi izvršne vlasti.
