Анализ эффективности процентного канала в Казахстане // Analyzing effectiveness of the interest rate channel in Kazakhstan

Abstract

Основной целью Национального Банка Казахстана (НБК) является обеспечение стабильности цен в Республике Казахстан. Для достижения этой цели НБК проводит денежно-кредитную политику (ДКП), основанную на принципах инфляционного таргетирования (ИТ). Согласно Mishkin (1996), ДКП влияет на реальную экономику через т.н. каналы трансмиссии. Главную роль в ИТ отводят функционированию процентного канала, который отражает влияние ставки центрального банка на рыночные ставки, далее на инвестиционно-потребительскую активность и в конечном итоге на инфляцию. Целью данного исследования является анализ взаимосвязей между базовой ставкой НБК, ставкой потребительского кредитования и уровнем инфляции в Казахстане в период 2016-2020 гг. на базе модели векторной авторегрессии (VAR). Результаты показали, что процентный канал в Казахстане, по-прежнему, не оказывает прямого влияния на уровень инфляции, в то же время, влияет на ставку потребительских кредитов, которая в свою очередь воздействует на уровень инфляции. // The primary goal of the National Bank of Kazakhstan (NBK) is to ensure the price stability in the Republic of Kazakhstan. To achieve this goal, the NBK pursues the monetary policy that is based on the principles of inflation targeting (IT). According to Mishkin (1996), the monetary policy influences the real economy via the so-called transmission channels. The key role in the IT is allotted to the functioning of the interest rate channel, which reflects the effect of the central bank rate on the market rates, furthermore on the investment and consumer activity and, eventually, on inflation. The purpose of this study is to analyze the relationships between the NBK’s base rate, consumer lending rate and the inflation rate in Kazakhstan in the period from 2016 to 2020 on the basis of the vector autoregression model (VAR). The results showed that the interest rate channel in Kazakhstan, as before, does not have a direct effect on the inflation rate; however, it affects the interest rate on consumer loans, which in turn, influences the inflation rate.
