Finansowanie Usuwania Skutków Klęsk Żywiołowych Przez Jednostki Samorządu Terytorialnego W Polsce Wobec Narastającego Ryzyka Klimatycznego

Abstract

Ze względu na narastające ryzyko klimatyczne, przejawiające się w postaci różnorodnych klęsk żywiołowych, podmioty publiczne, w tym jednostki samorządu terytorialnego, są zobligowane do ponoszenia wydatków związanych z usuwaniem ich skutków. Celem artykułu jest ocena skali i zróżnicowania wydatków jednostek samorządu terytorialnego w Polsce na usuwanie skutków klęsk żywiołowych w latach 2008-2024, w kontekście narastającego ryzyka klimatycznego oraz uwarunkowań finansowych i przestrzennych. Dane do analizy zaczerpnięto z Banku Danych Lokalnych GUS i Instytutu Ochrony Środowiska – PIB, przetwarzając je z użyciem wybranych miar statystycznych, w tym mediany, kwartylowego współczynnika zmienności i wskaźnika korelacji liniowej Pearsona. Z badań wynika, że problemy związane z występowaniem klęsk żywiołowych w Polsce nasilają się i zgodnie z prognozami, będą wzrastać. Wydatki JST na ten cel cechują się znacznym zróżnicowaniem i silnie epizodycznym charakterem, odzwierciedlając specyfikę regionalnych uwarunkowań przyrodniczych i społecznych. Największe wydatki ponoszono na transport i łączność. Z przeprowadzonej analizy korelacji wynika, że wydatki gmin na usuwanie skutków klęsk żywiołowych są istotnie powiązane z ryzykiem wystąpienia w przyszłości określonych zagrożeń naturalnych. Wyniki analiz podkreślają potrzebę stosowania elastycznych mechanizmów finansowania oraz komplementarnej roli poszczególnych szczebli samorządu w zarządzaniu ryzykiem katastrof.
