Das bedingungslose Grundeinkommen: Ein unhaltbares Versprechen

Abstract

Ein bedingungsloses Grundeinkommen - von manchen auch als solidarisches Bürgergeld oder negative Einkommensteuer bezeichnet - würde eine gewaltige Umstrukturierung des deutschen Sozialstaats bedeuten. Jeder Bürger erhielte dauerhaft vom Staat einen monatlichen Geldtransfer in Höhe des soziokulturellen Existenzminimus, ohne dass diese Zahlung an irgendeine Bedingung, Bedürftigkeitsprüfung oder Gegenleistung gebunden wäre. Im Gegenzug würden eigene Einkommen vom ersten Euro an besteuert bzw. anteilig mit dem bedingungslosen Grundeinkommen verrechnet. Die Studie "Das bedingungslose Grundeinkommen - ein unhaltbares Versprechen" skizziert zum einen die Grundidee eines bedingungslosen Grundeinkommens und einige der zentralen Hoffnungen und Erwartungen, die von seinen Befürwortern vorgebracht werden. Zum anderen stellt Studienautor Guido Raddatz zahlreiche Einwände und offene Fragen dar, die mit einem solchen sozialpolitischen Paradigmenwechsel verbunden wären. Seine Schlussfolgerung: Aus grundsätzlichen Erwägungen heraus, aber auch angesichts kaum sinnvoll zu lösender Umsetzungs- und Finanzierungsprobleme stellt ein bedingungsloses Grundeinkommen keine überzeugende sozialpolitische Alternative dar.
